District does not perform DB changes. District coordinates with Branch Office and Admin for corrections.
Key responsibilities
- Routing governance: post office and branch assignment discipline.
- Approval oversight: ensure Partner and CSC onboarding follows checklist.
- Monitoring: review audits weekly and track recurring patterns.
Key boundaries
- No direct DB edits (no schema and no data changes).
- No bypassing workflow gates (activation rules exist for a reason).
- Escalations must include evidence: references + screenshots + audit JSON.
