Active CSC requires
post_office_code
(mandatory).
Branch assignment must match servicing branch for the CSC area.
Do not guess routing: escalate when data is missing or conflicting.
Routing terms (simple)
branch_office_id
: which branch services the area for operations and reporting.
post_office_code
: routing granularity for local coverage and assignment.
Rules
Rule 1:
CSC cannot be activated without
post_office_code
.
Rule 2:
Branch assignment must be consistent for the same operational area.
Rule 3:
If one Partner has CSCs mapped to multiple branches, treat it as a risk and escalate.
