Quick Checklist
Every CSC must map to a valid Partner.
Partner is accountable for CSC compliance (routing, operator behavior).
Use audits to detect mismatches early (status and routing).
Hierarchy (simple)
Admin
: policy, permissions, system-wide controls.
Branch Office
: operational approvals, routing control within branch scope.
Partner
: owns the relationship and is responsible for one or more CSC centers.
CSC Center
: the operational unit that performs assisted bookings.
Responsibility mapping
Partner must ensure each CSC has correct
post_office_code
and branch assignment.
CSC operator must follow SOP for booking and payment handling.
Distributor monitors the network and escalates issues with evidence.

CSC marked active, but Partner not in an operationally-active state.
